Importing forms & respnses

I need to import some forms & their responses.  Can someone please instruct me as to how to use this new tool?

I have downloaded it to my computer.  Now what do I do?  

I have tried to import the forms and I have been successful...but I need the responses with them.

Also,  I have had trouble on occasions lately trying to login.  A message appears saying to try again later.  Will this be an ongoing problem?
