My client would like there clients to have a drop down of who the form needs to be submitted to. i.e Rob, Brian or Eric in the office. Is there a way to add this before someone clicks the submit button?

Yes, that's actually possible. All you have to do is to setup a conditions. Please check my guide below:
1. First, you need to create Notification, to do that please go to Setup & Embed >> Email Alerts >> Add New Email
2. Create Conditions for the Recipients E-mail (e.g. If the user Select Rob, Notifications will then be sent to Rob's E-mail Adress)
To create Conditions please go to Setup & Embed >> Conditions >> Select Send and Email After Submission then setup each conditions for each Recipient's E-mail, please check screen below:
This explains, if the Dropdown Field (Officers) Equals to Rob , Notifications will be sent to Rob's Email (firstname.lastname@example.org)
Just recreate the conditions again for Brian and Eric, just be sure to edit Rob's e-mail address to their e-mail addresses.
Resulting Conditions should look like this:
