when I go into my account, I click on change credit card and it gives me another tab with a blank screen, help! been trying to pay you for weeks

I just tried clicking the Change Credit Card button in your account and was not able to replicate the issue. What browser are you using? I tried this using Chrome and Firefox.
Have you tried clearing your browser's cache? Please also give us a screenshot of what you are seeing.
