Can two users log in with the same account at the same time?

Yes they can.  However, if they are working on the same form at the same time, it may cause issues with what is being saved.  Other than that, I would never recommend sharing accounts but that is up to you.

You can also setup sub-users:

This will allow you to share permissions to view/edit certain forms and submissions.
