Why are my users receiving a "Form over quota" message?

    When users click the link to access my form it tells them we have reached our "quota".   Which I dont believe is accurate.    We havent had 1,000 new forms this month, not even close. 

     

    Whats the deal?

    I've made a test submission in your form and received the following message.

    Which is correct because I entered an invalid CC number.

    I've also noticed that you have recent submissions in your form. Can you please test again? I've cleared your form's cache to make sure this is not happening because a caching issue.
