Yes, you can use form prepopulating to populate fields of your form in advance, and then send such forms to your users via special links, so that they only have to sign the form and submit.

One important consideration is that you can't pre-populate file uploads, so if your users need to attach documents in your submissions, such as a photo or a PDF file, they will need to upload them before they sign the form. This is a technical limitation.
