Existing Accounts that have been invited to become a Sub-User of a Main account will still have the capabilities to create forms and retain the forms he/she have created before the invitation. They can also drag the forms they have created to the Shared folder of the Main Account. They also have the capability of inviting another account as their sub-user.
Email addresses that are used to create a new JotForm account before the invitation to become a sub-user account of an existing main account will not have capabilities to create forms and does not have My Forms, Favorites, Archive and Trash from their My Form's page. These accounts are just plain Sub-User accounts and have no capability to invite another account as their sub-user.
It has nothing to do with the 10 or 100 (If you're pertaining to the allowed submissions for Free Accounts). Free Accounts, however, are allowed to have 1 Sub-User account.
