Someone's payment did not go through and I deleted the form. They want to submit the form again but it is not allowing them to. How do I release the form

That's most probably due to this limit.
Your form is set to "Loose Check" limit. Meaning, they can only submit once per browser. You can advise them to use different browser OR remove the limit by setting it to "No Check" so they can resubmit again using the same browser.
