I have the 9 dollar plan... and I'm wondering what happens if i hit 1000 submissions in a month?  Does 1001 get rejected or do i get billed extra or automatically bumped up to the next plan or what?

When the account exceeds a Limits (submission, payment, SSL, our Upload space), it will have Overlimit status instead of the normal Active status.

Now, since the account is no longer in active status, all of its forms will be temporarily deactivated also. The account (or any of the forms) will NOT be able to accept any kind of submissions.

Example: when the end-user is the 1001st respondent, the submitted form will not submit anymore. The end-user will see a message on the form that say "exceed allocated quota.." and they will not be able to submit successfully.

Upgrading the subscription is not automatic.

You will have to upgrade your subscription manually. This is because the payment account is needed to process the payments.

JotForm will always remind you though via email alert if your account subscription is about to exceed limits. This will give you leeway to attend to your account before it gets any temporary disable  status due to exceeded limits.

Hope this help. Let us know if you need further assistance.

    Thanks.
