The designer is not working

I have been using this for years and have never had any issues. I needed to create other forms, and the designer and the themes are not working. When I click on it, it pulls it up as if it is loading and then it stays like that and does not change. If I refresh the page, it only brings me back to my plain form. I need to know what is going on. I tried this on different browsers and computers so it is not on my end. Please let me know when this is going to be fixed.
