Are you referring to Incomplete Payments

    http://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ

Incomplete Payment means that the customer might have aborted the payment process or there was something wrong with his/her credit card details and Paypal failed to process it successfully.

You should check if your Paypal account was able to accept and process the payments of that transactions. If Paypal did accepted and completed the processing of payment of your customers, you can complete the pending submissions. Otherwise, you may need to discard these pending submissions.

Inside of this article you can find out how to setup Incomplete Payment Notification E-mail:

Hope this will help. Let us know if you need further assistance.

Upon checking your account, it seems like you have already reached your limits on Payment Receives. Please note that for "Free" plan, you are allowed to only received 10 completed payments per month. If you reached any of the submission limits, all of your forms will temporarily be disabled. You can check the account limits of each plan here: http://www.jotform.com/pricing. It might be related to you reaching your account limits, or your users might have submitted the form twice, the first one without a payment and tried submitting again the form on the 2nd attempt with successful payment.
