This is what I received when testing my form...
[PayPal Express Error]
-An error has occurred. Please contact form administrator for assistance.
[Transaction refused because of an invalid argument. See additional error messages for details.]
-You are not signed up to accept payment for digitally delivered goods.
What could be the problem?

I have tested you form and I got same error.
You have to make sure that you have enabled PayPal express in your Paypal account, please review this guide: http://www.jotform.com/help/285-Configuring-PayPal-Express-Integration.
The security error also means that the information you provide in the Payment configuration is not correct, please make sure to input the correct API details, also review this guide: http://www.jotform.com/help/284-How-to-Obtain-PayPal-API-Credentials.
Copy the whole API details in your Paypal account and paste it in your text editor such as Notepad then Copy/Paste it from there in the configuration window.
