If you embed a secure form on a non-secure website page, the browser in use will also usually will throw an alert regarding mixed contents. (there are http and https content on the page)
Depending on the browser settings, but usually the default is the security blocker, will prevent submission of the non secure content.
Yes it is very much possible to submit https forms over an http page.
But be sure to understand the complication of the security contents which may differ in behavior on different browser settings.
