Yes it is true. When you make changes to your form at any point in time it is also reflected on your live form so that if someone else has access to viewing it they would see the form as you have updated as soon as they view it.
The changes are on the form and are not affected by the link. The link is a means for sharing.
Also, aside from the above the only way that the above would be disregarded is if you used the forms full source code as an example then in those cases you would have to re-embed the full source onto a website page again so that it would update properly which is much different.
