I'm nearly getting any respons through my JotForm, simply cause my prime use of the form was last month.
If I want to downgrade from the Premium account to the Starter account, I get the question to 'cancel subscription'. But I don't want to cancel. I just want to downgrade.
Does my form still exists when I downgrade? Will I still receive e-mails?

Cancelling your subscription will only cancel your Premium membership. It will not cancel your account all together. As long as you stay within the Free account limits, downgrading will not have an affect on your account or forms. They will still function the same as they did before. You will still receive the email notifications.
