Your service has made our contributors very angry. The have to fill out a lengthy form more than once because of submission errors, include this form is not available at this time. The only find this out after filling in the form. When I tried to save a lengthy form I had spent hours on but it wouldn't save with the notification that the service wasn't available. All this in just three days of your service.
Please advise me if this a one time only issue as I am not excited about loosing my "job" over this problem. I need to make forms and have our folks be able to make submissions 24/7.

Having your forms unable to complete a submission is indeed very rare. Your forms should indeed be available at all times.
If you don't mind a slight bit of extra setup, you can allow for your forms to have save and continue functionality:
This would allow your users to pick up where they left off should there be any errors when submitting the form.
