    Is there a way to force someone to scroll through all of the terms before being able to just check they have read them.

    Not to my knowledge but that's the standard way it's done with every form (JotForm and non-JotForm) I've encountered online. Even if there was a way to force users to scroll through the terms before having access to the check box, there's no guarantee that they would have read them.
