Adding an attachment reminder message for users

Is there a way to make the attachment field not required but still prompt the user are they sure they want to continue submitting even though they didn't include an attachment?  We don't want to make it required because not all submissions require an attachment, but we get a lot of users that forget to include the attachment.  Please advise if I can create a rule or something to control this or prompt the user to remind them.

Unfortunately, we do not have such option available. As a work around, you might consider asking the form users if they want to upload the files.

And show the form Upload field based on users selections.
