I have a form that redirects respondents to an explaination page if they select a certain item on my form. I would like to STOP people from going from the explanation page BACK to the form. Is this possible? I would like to accomplish this without the use of Page Breaks, etc. Thanks!

As far as I understood, you would like to block the form for non-signed members. We do not have such functionality, but you may try some workarounds.
For example, you can use Unique Submission option, but this opton will work for every user.
You can also show your warning message and hide the page break for non-signed members using conditions. I have cloned your form and modified it a little bit, please take a look:
