They complete the form successfully for the first child, but receive a message that they cannot make multiple submissions when they try to register another child.
How do I fix that?

I checked your form and it is currently set to check for unique submissions:
When your form is set to "loose check" users will only be able to fill out the form once per session. They would need clear their browsers cache/cookies if they would like to submit another form.
If you set that option to "no check" your users will be able to fill out as many forms as they would like.
