Can I create a common shortcut to access this folder for multiple users?

ON my network. I want the people in my department to go to a common folder on my network to access the PDFS

You can integrate your form with Dropbox or Google Drive and than share location of Dropbox/Google Drive with other users.
You can also download your submissions and create folder on your network and then share that folder with other users.
You can also create Sub-Account Users on your JotForm account and give them access to your submissions. Inside of this article you can find out how to create Sub-Account User:

If I understood you correctly you want that your submission go to one folder and you want to give access to that folder to people in your department. If you integrate your form with Dropbox your submissions will automatically go there when users submits your form. Than you can share an entire folder on your DropBox account and anyone from your department could use it.
It is not possible to automatically set downloading submissions on your local network.
