I have a jotform linked to Stripe that I have on one of my project and it has not progressed to over 10 paying customers a month.
I'm about to start another project also requiring collecting payment via Stripe and would be using jotform again.
My question is:
Should I make a new account, or, use the same account and make a 2nd form?

I'm checking the email address you used to post this question. And I see that you are on guest accounts, to better use our product I would advise signing up or have a registered account to us.
Just open www.jotform.com and click the "Sign Up" button. Make sure to use the same email address so that your forms will automatically be moved from the guest account to the registered one.
You can check our pricing plan here to know more what are the limits that each account type has: http://www.jotform.com/pricing. We have a "Free" plan that you can use, if you need more submissions per month, you might need to upgrade to a higher plan.
You can create unlimited number of forms in your account so no need to create a new one.
