We are currently using Adobe FormsCentral with PDFs that we email to customers, they fill in the PDFs and either save the file and email it back to us, or hit submit, and it goes to FormCentral where we download it and save it. Do you have the same functionality? We need to be able to use both options because sometimes people are not comfortable saving and emailing, but others are not comfortable hitting submit.

I see that you mentioned you are an Adobe FormsCentral user, our developers made an Import Tool that you can use to copy your forms from Adobe FormsCentral to JotForm. Here's a link to know more about it: http://www.jotform.com/adobe-formscentral-alternative/.
In the "Import Forms" option, you can see three options that you can use.
For your specific concern, you can import your existing PDF forms by following this specific guide: http://www.jotform.com/help/340-How-to-Import-Adobe-FormsCentral-PDF-Forms-to-JotForm. After uploading the PDF form, it will take a couple of days before it shows in your account, when it finally shows up, you need to download again that PDF form, here's an example screenshot.
You'll have an option to auto collect the data when the user clicks the submit button in the PDF form. They can also save the PDF form after filling it out and send it to you directly.
Personally, I would recommend that you import the online forms so that you can have more options on how to use and update them. If you have an online form in AFC imported in our end, you can edit it using our form builder, if you want to convert it to a fillable PDF form, you can also do that by checking this guide: http://www.jotform.com/help/312-Fillable-PDF-Everything-you-need-to-know-about-JotForm-Fillable-PDF-Creator
