Our event schedule for registration is 90% the same as last year so I was hoping I could use last year's form, make some changes and then resave/rename it. However, I do not see a "Save As" as one of my options. Is this possible?

You are right, there is no "Save As" button. You can just duplicate or clone the form and then make some necessary changes like the year and the title.
