The notifier for the recipient address for the Practitioner Application needs to be recruit@jsahealthmd.com but when I change it to that the test email still goes to the default email address info@jsahealthmd.com.

If you click the "test email" button, the notification will always be sent to the account email address or the default. So if you want to really test it, you need to open the actual form and do a test submission.
