If the payment form is completed, but the payment via PayPal is aborted half way through, is there a possibility to redirect "incomplete payments" to a specific website where I have a jotform to ask them what the problem was?

Not really, One of the most common reasons that paypal payments are left 'incomplete' is that the user just closes the browser window or navigates away himself.
We would have no control over this.
Even if the user logs into paypal and has some kind of problem there, its Paypal that has the control until the paypal payment is actually completed. All we are aware of is that the form was submitted and for whatever reason the payment was not completed.
Do you gather the users email addresses? would it not be possible to send them a email asking them what happened?
