Hello, I had a free account set up and when it came time to upgrade i added the person in charge of finances as a sub user to proof forms and add payment info to upgrade the account. The account was upgraded but i can't see that on my end, I'm out of ssl form submissions for the month and not sure what i need to do to fix the matter.

You as the main account should be the one that is upgraded, not the sub-user account. Simply because you hold the forms and as the main account.
I have refunded the payment. Expect the refund returned to your account within 4-10 business days. Now, just simply upgrade your account to fix the problem.
