Ok, here is the problem. I have a free account, i added a sub-user who upgraded the/their account. I am seeing that my account is free while theirs is upgraded. I see that i can share forms with them, but if i try to embed the form from their account the form is still unreachable "over quota". I need to be able to transfer forms to them to use so that it is no longer on the free account.

As I check your account, I see that it is now over limit by receiving more than 10 SSL submissions. Could you make sure that the form embedded is from the upgraded account or from your account? Since you have added the upgraded user as a sub-account user, if the form is embedded from your account it still applies the Free account limits only.
Please provide us with the form ID or the webpage where the form is embedded so that we can take a look and provide you with necessary assistance.
