A secure form submission is where the form is being served over HTTPS and the transmission of the form data is being sent over a secure connection.
Encrypted form data is where the data of the form is encrypted with your public key on the client side before the data is transmitted and can only be decrypted using your private key.
In this case we can see the data but it is not readable for us. It is useful if you have very sensitive data that you need to transfer.
