Form being submitted without payment

The last form was submitted without payment which should not happen. Also the person said that she could not see all the info concerning the billing section. Do I need to adjust any settings

I just sent a test and was able to submit the form and redirected to the Paypal site with no problem.

I just put a bandaid on it as customers were trying to book but could not see the list of payment selections. I forced the payments to show by a rule "when date is filled" payment section will show, otherwise it does not show. I have not worked on the form but it happened out of the blue yesterday. I could not get it to show unless I forced the rule I now have.It also seems to be happening with the form http://form.jotform.us/form/50607349098159 but in reverse. I guess you should explain us in detail the desire scenario for the form http://form.jotform.us/form/50607349098159, sometimes show/hide conditions might get in conflict specially if you use a field to show, then in the next rule, the field will not show.
