If you would like to do some testing before sending out your form, go ahead and make some test submissions. When you are done with your testing, if you would like your submission limits reset, let us know and we will be happy to reset them for you.

I tested once myself and just sent a test out to my division. I will let you know how that works out. Thanks for being able and willing to reset my submission limits. I'm thinking I need to purchase a service level. I expect up to 400 submissions from July 27 to September 11, though not all within a month's time period. What do you suggest?

You can always wait to see if you go over the 100 limit for the month. You will be notified via email at the address associated with your account when you get close to your limit. You could then upgrade to a Premium subscription which all allow for up to 1,000 per month:
When you no longer need the upgraded limits, you can downgrade back to a Free account without issue.
