Feeding a form with submission data from another form based on conditions.

I have a multiple question actually and I'll try to make it as clear as possible.

I'm creating an evaluation form for the jury members of a city project award. Each jury needs to mark each submission through 8 different criteria (some marks are weighted). I created the following form for this step of the process:

The first question is: i need each jury to fill in as many forms of this type as many awards submissions we get (eg. If we got 15 submissions, each jury will have to submit 15 of these evaluation forms), is there a way to guide the process without having to tell them: 'You have to fill in 15 forms'? As an additional information, the submission form is also a jotform form http://form.jotformeu.com/form/51804564496362 

I then need to show each jury member a summary sheet with a ranked list of the 11 projects they have rated as the highest, basically I need an automated solution that would extract the city, name of the project and total score based on a rule like 'if total score of x is higher than total score of y, then put x higher in the list than y'. Sorry, I'm no expert. Does anyone have any suggestions on how to achieve this?

I recommend you to hire a programmer in order to accomplish what you need. You can send your submissions to your own database, so he can create the necessary coding and queries to handle the information.
