Yes, you can. Please use our Combine Submissions App: http://apps.jotform.com/app/combine_submissions

If you want to merge the data in Jotform without exporting the submissions from both forms, you have to use our import app:

    a. Download the submissions from the other form (http://www.jotform.com/help/103-How-to-create-a-CSV-Report).

    b. Import the submissions to the other form. http://www.jotform.com/help/308-Import-App-Easily-import-your-data-in-Excel-or-CSV-to-JotForm

Let us know if you need further assistance about this matter.

    Thanks

I appears that this only works if the forms are enabled. Is there a way to manipulate a "closed" form so outside submissions are locked out but we can manipulate the data?

The combine submissions app looks to work for disabled form as well.  Under the preferences tab while editing your form, you will see the status option, change it to "disabled" and the form will no longer accept submissions.  It should, however, allow you to use the combine submissions feature.
