We have forms using paypal integration and they are connecting to the paypal account. However, we are receiving incomplete payments within jotform. The IPN is enabled. The email sent to the payee is being sent as if they had paid.

Could you please share the direct URL of the webpage where your form is embedded?
When you see incomplete payments, it means the user decided not to proceed with they payment in the last minute. Since you have enable IPN, you will received the notice if a payment was completed, not the person who pays, what email are you referring to? Maybe an autoresponder you have setup?
