Yes Carolina. You can do any type of customizations to any form, no matter what theme is applied to it (free or paid), allowing you to fine tune your form to your own preferences.
What I would suggest is to take a look at the following guides:

Yes, that is possible. After creating the theme, you can apply it into your forms. Yes, it's free.
To do that, you have to:
a. Access My Themes: https://www.jotform.com/mythemes
b. Click the "New Theme" button:
c. You will be redirected to a new window to create the theme. Select the form from your list, then design it using the "Designer" tool or apply a custom CSS through the CSS tab.
d. In the theme tab, you have the option to name your theme, add a description and the option to publish it to our theme store (free or paid) or display it privately:
e. After creating the theme, you have to go back to My Themes. Select your own design and click "Use Theme" button:
f. Simply click the "Install Theme" button and that's all:
