Are you getting any error messages on it? Could you also share what form the submission is referring to?
You could try clearing your form's cache, your browser's cache and try it again. Make sure though that the .key file is in a safe location. You could also try using a different browser and see if the problem persist there.
I would also recommend checking this guide: https://www.jotform.com/help/344-What-are-Encrypted-Forms-and-how-to-use-them-as-expert. It has a lot of information regarding the Encrypted Forms feature.
