How to set inventory condition

Dear,

please advise how to set condition

1. just select 1 item for Flight A, B, C & D and hidden waiting list Flight A, B, C & D

2. if Flight A is unavailable, then can choose Waiting list Flight A and hidden waiting list B, C & D

3. Flight B, C & D condition is same as item 1 & 2.
