Hi,
I believe that is used to give you convenience to easily sort the conditions you have if they are too many. The conditions will still work in priority. If you checked the "Saved Conditions" button, you'll see that the conditions are arranged in an order of "1, 2, 3... and so on", they are prioritize with that order.
You can drag and drop the conditions to re-arrange their order and priority. Make sure though that you save each change that you make.
