It is just showing a blank screen, please advise.

Well, I was able to download that particular file from your form without any issues and view it using Adobe Acrobat or the default PDF viewer in the browser.
Clicking the link would download the file and looks like that's not what happen to your end. Please try it again. You can right-click and click "Save Link As":
