staff with the conditions I just can not put two rules with (IF) or (OR IF) and then it will make the action (whether or) wanted to know if you have to make the action so if you have two rules (IF) is only have one it does not make the action more if you have the two (iF) he does. how can I do that ?

You can do "IF" by just adding an additional rule in the single logic. For example:
Please notice how the rules are added. You should then select ANY in the middle dropdown.

most want teja two (IF) have to have both (IF) to make an action, if not have both (IF) it does

Do you mean to show the action only when all the rules are matched in a condition? If so, you can change the option from Any to All so that the action will be taken only when all the rules set on the condition are matched.
