You can share your forms with a Sub-Account Users. Inside of this guide you can find out how to add Sub-Account User and share your forms with them: http://www.jotform.com/help/232-How-to-Share-Forms-with-a-Sub-Account-User

When you add a Sub-Account User can set privileges for every Sub-Account User to "View Submissions" or "Edit Form" or both.

In case that user has permission to view submissions it will also has permission to edit/delete submissions. Those permissions are the same.

What you can do is to create reports and share those reports with people, instead of creating sub-user accounts.

Also you can check this guide on How-to-Share-Form's-Submissions-Page to other users. This will restrict other users from making modifications to the submissions.
