have person pay registration fee then submit form

Since the form data is only passed to the various payment processors with the submit button action, it is not possible to have your users pay and then submit the form.  They can pay directly in the form itself using PayPal Pro or Stripe, however, the form needs to be submitted for the payment to be processed.

Not necessarily. If I'm not mistaken, you could create a form that has just the payment option and set the thank you page for that form to the url of the other form that you want for the purchaser to complete. I believe when the purchase is made they will be redirected to your thank you url. This doesn't guarantee that they will complete the form though.
