My account has just downgraded from your Professional monthly package to the Starter. However, with this downgrade and entering a new month non of my submission limit data was upgraded so I've already expired my limits before even using the forms.

The submission limits reset on the first day of each month, regardless of when subscription are upgraded or downgraded. Since you have received well over the allowed submissions for a Free account, your forms will be disabled until the 1st of next month unless you upgrade.
