I have email conditions set up based on fleet designation. For example Greg.email@example.com is getting duplicate emails for one request. He is also getting notifications for fleets that do not below to him. Are my conditions not set up correctly?

Yes, they are not setup correctly, you have 2 sets of conditions that are sending emails to such email address. Please revise the scenario so this is not repeated.
