Hello = My form for tenant on-line application is supposed to go to another jotform (my paypal form) after submission from a potential tenant. I have tried it three different times and attempted to make modifications and each time after form submission it goes to a blank form. If it is working correctly, they fill out the application info, then are directed to a paypal form from Jotform. Can someone please address this?
Also - I want the entire tenant online application form emailed to Brad@SABrad.com upon form completion. It's not currently doing that either. Again, I have attempted three times to correct and figure out why.

I cloned your form and made a test submit to it on my end. Results show that the Thank You URL redirection works perfectly fine.
As for your email problems, I checked our mail server logs and found out that notifications are successfully sent to the email address email@example.com. Have you checked your e-mail's Spam/Bulk/Junk folder for the missing emails?
If you still can't find them there, try this solution:
Configure your notification to use "JotForm" and "firstname.lastname@example.org" as Sender Name and E-mail, respectively.
After applying the changes, kindly test your form and let us know the results. We'll be waiting for your updates.
