How to permit duplicate submissions

In spite of the fact that I have "unique submission" set to "no check," registrants are receiving error messages when trying to submit a duplicate form. I *want* them to be able to submit more than one form. Is there any way to disable the check all together?

Kindly check in your form properties that the unique question property is set to No Check
