Ok, I've gotten complaints from a number of my customers that the credit card/paypal section of my form does not display and then other times it pops back up just fine. Why does this keep happening?

Also it is not displaying that section correctly in Internet explorer but shows correctly in Firefox.

It seems your earlier question is having a duplicate thread and it was already addressed at https://www.jotform.com/answers/644978.
As I check the form in Internet Explorer 11, it seems to be working fine at my end. Could you please provide us with a screenshot of the issue that you are referring so that we can assist you in the right direction.
