Is there anyway to prevent from receiving "incomplete submissions"? For whatever, reasons people are submitting their information through the JotForm but aren't making payment through PayPal. If there's a way to prevent the data from being submitted without payment this would be great.
Please advise on the best strategy here.

Usually incomplete payment do not have the data stored in your JotForm account. They should be stored as incomplete payments:
There is no way to prevent this from happening without using PayPal Pro or Stripe to collect the payment directly in the form itself. Using regular PayPal requires the user to be redirected to PayPal to complete payment. At which point there is no way to ensure that they complete the payment. Though if they don't pay, it should be stored as incomplete.
