Why is the "Create Form" button not active for my sub account?

    The parent account created a sub account form and shared all of the forms, which I see, but the "Create Form" button is not active.  I need to be able to create new forms for the parent account.  Why is the "Create Form" button not working?

    Please try to click on the folder under "Shared With You". After clicking on it, the "Create Form" button should be enabled.
