We use Jotform for an event in December and have closed registration until we start signing up for next year's event in October.Looking at the options on Plimus, it seems like we'd have to cancel our account in order to use Jotform free. Which means we'd have to set up a brand new account next fall?...
Am I missing something?

You can just cancel your current subscription, then restart a new one next fall when you need the higher submission limits.
Your current forms and submissions wont be touched in any way, all that will change is your submission limits.
